The bank was named after the spring revolution, which included opposition activities between the banished National Unity Government (NUG) and the State Administration Council (Cavity). Cavity is a military junta that took control of the country in February 2021.

In addition to the 55 million inhabitants of Myanmar, the bank also targets the two million Burmese residents outside the country, who often send money back to Myanmar. The main goal of the bank, which is based on the polygon blockchain, is to handle both private and international payments more quickly and more reliably and to enable global access to an extensive collection of assets.

An official from Spring Development Bank said that cryptocurrencies were the obvious solution to support both the banished government and the Burmese people financially. The bank is registered and administered by the MYANMAR Central Bank controlled by the NUG.

The bank's CEO, Calvin T, said that the founding of the new company was a first step in the restoration of economic flexibility in Myanmar. Tin do naing, the reigning governor of the reserve bank Myanmar, described the bank as a "revolutionary" facility and emphasized the importance of an alternative financial system based on trust and is guaranteed by the government.
