Cardano founder Charles Hoskinson recently confirmed that he had signed a memorandum of understanding (MOU) with the Burundian government. This MOU agreement is Hoskinson's first major preliminary agreement that he has entered into since kickstarting Cardano's Africa tour in mid-October 2021.
Meeting with leaders of Burundi and Zanzibar
Before his trip to Burundi, Hokisnson has visited Zanzibar, where he held meetings with Hussein Ali Mwinyi, the island nation's president. However, it is Hoskinson's visit to Burundi that helped Cardano achieve its latest major agreement with an African state after signing another distribute with the Ethiopian government as early as April 2021.
To spread the news about his interactions with the Burundian government as well as Cardano's latest achievements, Hoskinson took to Twitter and shared some key moments from his Burundi tour. In his last tweet he said: “Yes, we signed a great memorandum of understanding today.”

In an earlier one tweet, Hoskinson - who has since changed his Twitter profile picture to one showing himself and Burundian President Évariste Ndayishimiye - talks about his meeting with the Burundian leader. He said:
Great meeting with His Excellency President Évariste Ndayishimiye about the future of Burundi's digital transformation.
Agreement with Burundian government called into question
However, while many Cardano supporters applauded Hoskinson for his efforts, some opponents of the Burundian president expressed reservations about the agreement. For example, a Reddit user named Diatery questioned Cardano's decision to hand over the blockchain to what he described as the wrong person. The user asked:
We know Cardano wants to help reform Africa, so I dug deeper into who Hoskinson is talking to. It didn't take long to see that he was giving the technology to the wrong people. What kind of government is actually in power in Burundi and who exactly is it partnering with?
To support these reservations about President Évariste Ndayishimiye's government, the user shares several supporting links, including a US government one. Test report in Burundi. However, other Reddit users argued that Hoskinson had no other option but to cooperate with government officials. The user wrote:
"You can't create public infrastructure without working with public officials. If they're human rights abusers, they're trash, but if the crypto game goes the way we all want it to, these autocrats are sealing their own demise by catalyzing adoption."
